I got back to working with this 18F13K22 tonight, and I have come to the conclusion I let the Magic Smokeout of this uC (Bitfogav will find that hard to believe).
Not sure how though as I'm using the MikroE Easy Pic7, and it's tough to release the smoke on these dev boards. I was afraid the board was damaged, but after replacing the 13K22 and playing around with a 16F1823 everything appears to work fine....

Actually yes, I think it may be that. It's winter here(dry air). I have hardwood floors in my shack/lab so I don't think static is coming from the floor. But I did buy a office chair on rollers a couple months ago, so I have to wonder if it's the culpret with my static issues, as I got a couple good jolts of static today while sitting in the chair.
